التخطيط الاستراتيجي للتربية الحرفية لذوي الاحتياجات الخاصة في مصر على ضوء متطلبات سوق العمل المعاصرة

هدفت الدراسة الحالية الي الوصول إلى مدى استفادة المعوق من برامج التربية الحرفية المقدمة له من خلال مراكز ومدارس ومؤسسات التربية الحرفية للمعوقين، وكذلك التعرف على مدى ملائمة برامج التربية الحرفية المقدمة للمعوقين الموجودة حالياً فى مصر لأهم متطلبات سوق العمل المعاصرة، كما هدفت الي التعرف على الصعوبات التي تحول دون التزام مدارس ومراكز ومؤسسات التربية الحرفية في مصر بمتطلبات سوق العمل المعاصرة.

وكانت أهم نتائج الدراسة ما يلي:

1.    ان برامج التربية الحرفية فى مصر تقليدية، لا تأخذ باتجاهات التطوير السائدة فى معظم الدول المتقدمة او متطلبات سوق العمل المعاصرة نحو تربية المعوقين واكتفت برعايتهم فى مدارس لا تفي باحتياجاتهم ومتطلباتهم.

2.    لا تراعى برامج التربية الحرفية نوع ودرجة الإعاقة، كما أنها تغفل خصائص الطلاب ومدى قابليتهم للتربية الحرفية، كما تغفل نتائج البحوث العلمية المحكمة والأسس العلمية والتربوية والمنهجية التي تلائم قدرات المعوقين وتفي باحتياجاتهم التعليمية والحرفية.

3.    تقوم التربية الحرفية فى المدارس المصرية على الاجتهادات الشخصية، والخبرات الفردية للعاملين بتلك المدارس، او المراكز المعنية بهم دون الاعتماد على خطة محددة وموحدة للتربية الحرفية.

4.    قصور عملية التربية الحرفية للمعوقين حيث أنها تسير بطريقة نمطية لا تتجاوب بالصورة الفاعلة مع الاحتياجات الحقيقية لهم، او الاحتياجات الحقيقة لسوق العمل.

5.    ضعف الإمكانيات المادية مثل الأبنية وما تشمله من حجرات وورش تأهيل وما تحويه من أثاث وتجهيزات فهي غير كافية لتحقيق برامج التربية الحرفية.

6.    لا تسير برامج التربية الحرفية بشكل تكاملي فأولئك الأفراد الذين حصلوا على برامج التربية الحرفية لم يجدوا فرص عمل مناسبة او التشغيل المناسب للفرد المعوق بعد تخرجه.

ثم اختتمت الدراسة بوضع خطة استراتيجية مقترحة للتربية الحرفية لذوي الاحتياجات الخاصة مصر على ضوء متطلبات سوق العمل المعاصرة.

 

 

Strategic planning for craft education for people with special needs in Egypt in light of the contemporary labor market requirements

The current study aimed to reach the extent to which the handicapped benefit from the handicraft education programs provided to him through the centers, schools and institutions of handicraft education for the handicapped, as well as to identify the suitability of the handicraft education programs provided to the handicapped currently in Egypt to the most important requirements of the contemporary labor market, and also aimed to identify the difficulties in the contemporary labor market.

The most important results of the study were the following:

1. The craft education programs in Egypt are traditional, and do not take into account the development trends prevailing in most developed countries or the requirements of the contemporary labor market towards educating the handicapped, and content themselves with sponsoring them in schools that do not meet their needs and requirements.

2. Craft education programs do not take into account the type and degree of disability, and they ignore the characteristics of students and their aptitude for craft education, as well as the results of scientific research and the scientific, educational and methodological foundations that fit the capabilities of the disabled and meet their educational and craft needs.

3. Craft education in Egyptian schools is based on personal judgments and individual experiences of the employees in those schools or centers concerned with them without relying on a specific and unified plan for craft education.

4. The inadequacy of the handicraft education process for the disabled, as it proceeds in a stereotypical manner that does not respond effectively with the real needs of them, or the real needs of the labor market.

5. Weak financial capabilities such as buildings and what they contain of rooms and rehabilitation workshops and what they contain of furniture and equipment, as they are not sufficient to achieve craft education programs.

6. Craft education programs do not run in an integrated manner. Those individuals who obtained craft education programs did not find suitable job opportunities or employment for the handicapped individual after graduating.

Then the study concluded with the development of a proposed strategic plan for craft education for people with special needs in Egypt in the light of the requirements of the contemporary labor market.
