The university education is on the top of the educational hierarchy. It takes over different responsibilities, the most important of which is preparing the human capital. Universities contribute to the preparation of clever staffs with the ability not only to produce, develop and spread knowledge but also to employ it in the treatment of life problems. Furthermore, universities represent the society's thinking mind, glory standard and cultural character indication; moreover, they represent invincible stronghold and human heritage of the society. They are the center of cultural and civilizational enlightenment. They are concerned about the present and future of the society; therefore, they take over the responsibility of achieving development and progress. (Fliah, 1998)

  At present, universities are a part of people's life. They exchange positive action and reaction. Universities contribute effectively in serving people and solving their problems and improving their standard of living. Universities are required today more than ever to confront the enormous challenges that have emerged in this era, to seriously participate in making knowledge economy with all the required ideas, knowledge, values and various performances that help produce knowledge which represents an enormous wealth to help the community to advance and progress.  This  underlines the need for transforming universities into learning communities that adopt reflective practice, learning, partnership, communication and teamwork principles, so that lectures halls turns to be environments for learning, and laboratories for research and investigation, through which the building of man that is able to live in the knowledge community and to face various accelerating challenges.

The local and global level and prominence of universities is reflected by teaching staff and reputation, that is, the level of their thought, knowledge, research, experience, skills, societal services and professional practice in general. The success of universities in the performance of their missions and achieving their objectives are guaranteed by the presence of a well prepared teaching staff whose members are able to reflect on their performance in terms of improvement, development and constant renovation, and whose members are participants in the implementation of the University's vision and achieving its mission and strategic plan with high efficiency, where the faculty members are keen in performing their professional responsibilities represented in teaching, scientific research and community service, which are interrelated and overlapping responsibilities contributing together to the construction and development of the community.
