هدفت هذه الدراسة إلي التعرف علي الواقع الحالي لدور الجامعات المصرية في تدعيم قيم التنمية المجتمعية لدي الطلاب، وتحليل البيئة الداخلية والخارجية للجامعات، للتعرف علي (نقاط القوة ونقاط الضعف، والفرص والتهديدات) بالجامعات، ومحاولة وضع خطة استراتيجية لتفعيل دور الجامعات لتدعيم قيم التنمية المجتمعية لدي طلابها.
وقد استخدم الباحث المنهج الوصفي التحليلي وذلك لمناسبته لنوع هذه الدراسة، وذلك باعتباره أكثر المناهج البحثية ملاءمة لطبيعة الموضوع، وتم تطبيق أدوات الدراسة علي مجموعة من أساتذة الجامعات والطلاب بجامعة أسيوط، وجامعة سوهاج، وجامعة عين شمس، وجامعة الأسكندرية.
وقد توصلت الدراسة إلي عدة نتائج كان من أهمها :
- أظهرت إجابات أفراد العينة عن استبانة هذه الدراسة واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي طلاب الجامعات ما يلي:-
- أن محاور الاستبانة لم تتحقق بشكل واضح ما عدا محور التنمية الثقافية كانت النتائج تُظهر أنه يتحقق بدرجة متوسطة.
- وجود فروق دالة إحصائياً بين متوسطات استبانة واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب ككل للجامعات لصالح جامعة أسيوط.
- وجود فروق دالة إحصائيا بين متوسطات استجابات الطلاب حول إستمارة تدعيم قيم التنمية المجتمعية للعينة قيد البحث وفقاً لنوع الكلية (عملية ، نظرية) لصالح الكليات النظرية.
- وجود فروق غير دالة إحصائيا بين متوسطات درجات عينة البحث (الذكور والإناث) في إستبيان تدعيم قيم التنمية المجتمعية ككل.
- كما أظهرت نتائج التحليل البيئي للجامعات توافر جملة من عناصر القوة التي تمتلكها الجامعات مع وجود فرص متاحة يمكن الإفادة منها في تطوير دور الجامعات في تدعيم قيم التنمية المجتمعية، مع وجود نقاط ضعف تعاني منها بيئة الجامعة الداخلية وتهديدات في بيئتها الخارجية والتي من شأنها التأثير سلباً في دور الجامعات لتدعيم قيم التنمية المجتمعية.
- تم اقتراح خطة تنفيذية لتفعيل دور الجامعات المصرية في تدعيم قيم التنمية المجتمعية لدي الطلاب في ضوء معايير الجودة الشاملة.
Abstract
Name of Researcher: Haitham Ibrahem Mohamed Kamel
Title of the study: "Strategic Planning to Support the Community Development Values for the Universities Students in the Light of Quality Standards"
The study aims to investigate the current reality of the role of the Egyptian universities in promoting the values of community development among students. It also presents a SWOT analysis in order to identify the internal and external environment of universities as well as the strengths, weaknesses, opportunities, and threats. It attempts to develop a strategic plan that can activate the role of universities in promoting the values of community development among students.
The researcher adopts a descriptive, analytical approach as it is the most appropriate for the type of the study and the nature of the subject. Research tools were applied on a number of professors and students in Assiut University, Sohag University, Ain Shams University, and Alexandria University.
The study has come to several findings, the most important of which are the following;
- showed that the questionnaire themes were not apparently achieved, except for the cultural development theme, which was often achieved.
- There were statistically significant differences in the averages of the questionnaire of universities' role in promoting the values of community development among students as a whole in favor of Assiut University.
- There were statistically significant differences in the average response of the sample to the form of promoting the values of community development according to the type of faculty (practical or theoretical) in favor of theoretical faculties.
- There were statistically non-significant differences in the mean numbers of the sample (males and females) regarding the questionnaire of promoting the values of community development as a whole.
- The results of the environmental analysis of universities showed that they have many strengths and available chances that can be used in improving the role of universities in promoting the values of community development. The results also showed that there are several weaknesses in the internal environment of universities, as well as a number of threats in the external environment.
- A strategic plan was developed in order to activate the role of the Egyptian universities in promoting the values of community development among students in the light of quality criteria.
ملخص الدراسة باللغة العربية:
مقدمة:
يشهد عالمنا المعاصر العديد من التغيرات السياسية والاقتصادية والاجتماعية والثقافية والكثير من التحديات الحضارية المختلفة، وهذه التغيرات تميزت بأنها سريعة وشاملة، وقد أثرت علي سلوك الأفراد وتصرفاتهم وقيمهم ومشاعرهم، وهذه التغيرات تتطلب إعداد الأفراد ليكونوا قادرين علي مواجهتها والتعامل معها من أجل المشاركة الفعالة في تطوير المجتمع وتنميته.
ويعد التعليم الجامعي من أهم السبل لمواجهة التغيرات المتلاحقة والسريعة التي يشهده العالم في السنوات الأخيرة، مثل التطورات العلمية والتكنولوجية والمعرفية والاقتصادية، فالجامعة مؤسسة تربوية تساهم في مواجهة متغيرات المستقبل للنهوض بالمجتمع وتحقيق التنمية، لما لها من دور في إعداد جيل قادر علي دفع مسيرة التنمية وخدمة المجتمع.
كما يعد التخطيط الإستراتيجي هو أحد الأساليب الحديثة التي زادت أهميتها في حاضرنا والذي يشهد العديد من المتغيرات الكثيرة والمتداخلة، والتخطيط الإستراتيجي لمؤسسات التعليم الجامعي يتحدد بمدي قدرتها علي مواجهة هذه التحديات وقدرتها علي إعداد الكوادر البشرية لمواكبة متطلبات العصر.
مما سبق يتضح أهمية دور الجامعات في تحقيق التنمية المجتمعية من خلال التخطيط الجيد والمنظم، وإعداد الطلاب وتأهيلهم وإكسابهم القيم التنموية اللازمة لتحقيق التنمية بالمجتمع، حيث أن الشباب يتميزون بجملة من الخصائص والسمات الإيجابية القابلة للنمو، فجملة التحديات التي يواجهها المجتمع يفرض علي مؤسسات التعليم الجامعي مسئولية التصدي لها بتطويرها وتحقيق جودتها، وإعداد الطلاب للتكيف معها، فالجامعة مؤسسة تربوية تساهم في مواجهة متغيرات المستقبل للنهوض بالمجتمع وتحقيق التنمية، وهي من أهم السبل لمواجهة التغيرات المتلاحقة والسريعة.
مشكلة الدراسة :
اهتمت الكثير من الدراسات والبحوث بتناول الموضوعات المرتبطة بالشباب وإعدادهم داخل المجتمع، وقد ظهر هذا الاهتمام في المؤسسات الاجتماعية والأجهزة المختلفة والتي أنشئت لرعايتهم وخدمتهم وتحقيق رغباﺗﻬم ومواجهة مشكلاﺗﻬم والقيام بتقديم العلم والمعرفة وتنمية المواهب والمسؤوليات والاعتماد على الذات في الحياة الاجتماعية .
والجامعة ترتبط ارتباطاً وثيقاً بالمجتمع وتطور أحدهما يعد مؤشراً علي تطور الآخر في أبعاده المختلفة، فتتأثر بنية النظم الجامعية بالمتغيرات الاقتصادية والاجتماعية والسياسية والثقافية التي تحدث في المجتمع وبالتالي تتأثر أهدافها وسياساتها ووظائفها وبرامجها وتخصصاتها وأساليبها وتقنياتها.
والتخطيط الإستراتيجي أصبح ضرورة حتمية وملحة في عصرنا الحالي، لما يحققه من نتائج متميزه عن التخطيط التقليدي، حيث أنه لديه القدرة علي التعمق في دراسة المكونات المادية والبشرية للمؤسسة ، ويستطيع تحليل البيئة الداخلية والخارجية، ويساعد في الوصول إلي الأهداف المأمولة كما أنه يحدد الممكن من الأهداف ويستطيع طرح الاحتمالات والبدائل الممكنة ويوجهها إلي الواقع وتحقيق الأهداف.
ولابد أن تسعي الجامعات إلي تحسين أداءاتها وجودتها عن طريق التخطيط الإستراتيجي الذي يعد أحد أهم المداخل الضرورية لتطوير دور الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب، لكي تصل الجامعات إلي الأهداف المنشودة والتي تسعي لتحقيقها في إكساب الطلاب القيم والاتجاهات الإيجابية والمواطنة والانتماء وأدوارهم التنموية تجاه المجتمع الذي يعيشون فيه.
ومن هنا تتضح مشكلة الدراسة كمحاولة من جانب الباحث لدراسة الواقع الحالي لدور الجامعات المصرية في تدعيم قيم التنمية المجتمعية لدي الطلاب، ومحاولة وضع خطة استراتيجية لتفعيل دور الجامعات لتدعيم قيم التنمية المجتمعية لدي طلابها.
تساؤلات الدراسة :
حاولت الدراسة الحالية الإجابة عن التساؤلات التالية:-
1- ما جوانب قيم التنمية المجتمعية المأمولة لدي طلاب الجامعات؟
2- ما الإطار الفكري للتخطيط الاستراتيجي في التعليم الجامعي؟، وما نماذجه التطبيقية؟
3- ما معايير الجودة الشاملة في التعليم الجامعي؟
4- ما واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي طلابها؟
5- ما واقع التحليل البيئي للجامعات وما هي نقاط القوة ونقاط الضعف والفرص والتهديدات في تدعيم قيم التنمية المجتمعية لدي الطلاب؟
6- ما الخطة الإستراتيجية المقترحة لتدعيم قيم التنمية المجتمعية لدي طلاب الجامعات المصرية في ضوء معايير الجودة؟
أهداف الدراسة:
هدفت الدراسة الحالية إلي مايلي:-
1- التعرف علي أوجه وقيم التنمية المجتمعية المأمول تنميتها لدي طلاب الجامعات.
2- التعرف علي الإطار الفكري للتخطيط الاستراتيجي في التعليم الجامعي ونماذجه التطبيقية.
3- التعرف علي معايير الجودة الشاملة بالتعليم الجامعي.
4- التعرف علي واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي طلابها.
5- التعرف علي واقع التحليل البيئي للجامعات ودوره في تدعيم قيم التنمية المجتمعية لدي الطلاب.
6- بناء خطة استراتيجية لتفعيل دور الجامعات المصرية في تدعيم قيم التنمية المجتمعية لدي الطلاب في ضوء معايير الجودة.
أهمية الدراسة:
تنبع أهمية الدراسة الحالية من عدة اعتبارات يمكن عرضها فيما يلي:
1- تهتم هذه الدراسة بتدعيم قيم التنمية المجتمعية لدي طلاب الجامعات، والتي تعتبر من الركائز الأساسية في تنمية المجتمع بمختلف جوانبه.
2- تُظهر هذه الدراسة الدور المهم الذي يلعبه التخطيط الإستراتيجي لتدعيم قيم التنمية المجتمعية لدي طلاب الجامعات.
3- تفيد الدراسة الحالية المسئولين والقيادات بالجامعات لتدعيم قيم التنمية المجتمعية لدي الطلاب.
4- وتظهر هذه الدراسة الدور المهم للجامعات في تنمية المجتمع من خلال إعداد الطلاب وتدعيم القيم التنموية لديهم في مختلف المجالات.
5- تتوصل هذه الدراسة إلي بناء خطة إستراتيجية واضحة لتدعيم قيم التنمية المجتمعية لدي طلاب الجامعات.
منهج الدراسة:
استخدمت الدراسة المنهج الوصفي التحليلي وذلك لمناسبته لنوع هذه الدراسة، وذلك باعتباره أكثر المناهج البحثية ملاءمة لطبيعة الموضوع حيث إن هدفه لا يتوقف عند حد وصف الظاهرة أو المشكلة ولكن يتجاوز ذلك حيث يفسر الظاهرة ويحللها ويطورها مقارنة بغيرها من الظواهر أو المشكلات ، فالمنهج الوصفي يستخدم لاستقصاء الحقائق والمعلومات من خلال السجلات والأفراد وإعطاء وصف دقيق للظاهرة موضوع الدراسة ومن ثم تحليل تلك المعلومات وتفسيرها للوصول إلي تعميمات ذات معني تزيد من رصيد المعلومات عن الظاهرة موضوع الدراسة .
حدود الدراسة:
1- حدود بشرية:- قام الباحث بتطبيق أداة الدراسة علي مجموعة من أساتذة الجامعات والطلاب.
2- حدود مكانية:- اقتصرت الدراسة علي بعض الجامعات المصرية مثل (أسيوط – سوهاج – عين شمس - الأسكندرية) .
3- حدود زمانية :- تم تطبيق أداة الدراسة خلال العام الجامعي 2016م/2017م.
4- حدود موضوعية:- اقتصرت حدود موضوع الدراسة الحالية في التعرف علي واقع قيم التنمية المجتمعية لدي طلاب بعض الجامعات المصرية، ثم بناء خطة استراتيجية مقترحة لتدعيم تلك القيم لدي الطلاب في ضوء معايير الجودة بالتعليم الجامعي.
أدوات الدراسة:
لتحقيق أهداف الدراسة استخدم الباحث الأدوات الآتية:
1- استبانة للتعرف علي واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب.
2- استمارة التحليل البيئي للبيئة الداخلية والخارجية للجامعات، للتعرف علي (نقاط القوة ونقاط الضعف، والفرص والتهديدات) بالجامعات المصرية باستخدام أسلوب (swot) من أجل الإعداد لبناء الخطة الإستراتيجية.
عينة الدراسة:
تم تطبيق أدوات الدراسة علي مجموعة من أساتذة الجامعات والطلاب بجامعة أسيوط، وجامعة سوهاج، وجامعة عين شمس، وجامعة الأسكندرية، وذلك للتعرف علي أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب في ضوء معايير الجودة. وتحليل البيئة الداخلية والخارجية للجامعات، للتعرف علي (نقاط القوة ونقاط الضعف، والفرص والتهديدات) بالجامعات.
الهيكل التنظيمي لفصول الدراسة:
الفصل الأول: تضمن الإطار العام للدراسة، الدراسات السابقة المرتبطة بموضوع الدراسة التي قام الباحث بالإطلاع عليها.
الفصل الثاني: تناول هذا الفصل التنمية المجتمعية المأمولة لدي طلاب الجامعات وأهدافها ، وقيم التنمية المجتمعية اللازمة لطلاب الجامعات، مبررات إهتمام التعليم الجامعي بعملية التنمية المجتمعية ، ودور التعليم الجامعي لتحقيق متطلبات التنمية المجتمعية، والتحديات التي تواجه التعليم الجامعي لتحقيق متطلبات التنمية المجتمعية، وبذلك تناول الإجابة عن التساؤل الأول.
الفصل الثالث: تناول هذا الفصل عرض النشأة والجذور التاريخية للتخطيط الإستراتيجي، وأبعاد التخطيط الإستراتيجي، و سمات وخصائص التخطيط الإستراتيجي، متطلبات تطبيق عملية التخطيط الإستراتيجي ومعوقاته في التعليم الجامعي، وبعض النماذج التطبيقية للتخطيط الإستراتيجي في التعليم الجامعي، وبذلك تناول الإجابة عن التساؤل الثاني.
الفصل الرابع: تناول هذا الفصل عرض الإطار المفاهيمي لمعايير الجودة في التعليم الجامعي، ومبادئ وأهداف الجودة في التعليم الجامعي، أهمية ومبررات الإهتمام بالجودة في التعليم الجامعي، كما تناول الفصل التعرف علي أهداف ومبادئ معايير جودة التعليم الجامعي، وخصائص وأهمية معايير الجودة بمؤسسات التعليم الجامعي، وعناصر عملية الجودة ومعايير الجودة بالتعليم الجامعي، وبذلك تناول الإجابة عن التساؤل الثالث.
الفصل الخامس: يشمل إجراء الدراسة الميدانية حيث قام الباحث بتصميم استبانتين للتعرف علي واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب، وكذلك التعرف علي التحليل البيئي للبيئة الداخلية والخارجية للجامعات ودورها في تدعيم قيم التنمية المجتمعية لدي الطلاب. وبذلك تناول الإجابة عن التساؤل الرابع.
الفصل السادس: يشمل نتائج الدراسة الميدانية وتفسيرها. وبذلك تناول الإجابة عن التساؤل الخامس.
الفصل السابع: الخطة الإستراتيجية المقترحة، والتوصيات العامة. وبذلك تناول الإجابة عن التساؤل السادس.
خلاصة نتائج الدراسة
تتضمن هذه الخلاصة عرضاً لأهم النتائج التي توصلت إليها الدراسة الميدانية، وذلك بغرض الربط بينها وبين الخطة الإستراتيجية المقترحة، والتي استندت إلي تلك النتائج سواء النتائج النظرية المرتبطة بالجزء النظري، أو المرتبطة بالجزء الميداني، وعليه تمثلت أهم نتائج الدراسة الميدانية بما يلي:-
- أظهرت إجابات أفراد العينة في استبانة واقع أدوار الجامعات في تدعيم قيم التنمية المجتمعية لدي الطلاب أن محاور الاستبانة لم تتحقق بشكل واضح ما عدا محور التنمية الثقافية كان يتحقق أحياناً.
- كما أظهرت نتائج التحليل البيئي للجامعات توافر جملة من عناصر القوة التي تمتلكها الجامعات مع وجود فرص متاحة يمكن الإفادة منها في تطوير دور الجامعات في تدعيم قيم التنمية المجتمعية، مع وجود نقاط ضعف تعاني منها بيئة الجامعة الداخلية وتهديدات في بيئتها الخارجية والتي من شأنها التأثير سلباً في دور الجامعات لتدعيم قيم التنمية المجتمعية.
- تم اقتراح خطة تنفيذية لتفعيل دور الجامعات المصرية في تدعيم قيم التنمية المجتمعية لدي الطلاب في ضوء معايير الجودة الشاملة.
Summary:
Introduction:
Our contemporary world has witnessed many political, economic, social and cultural changes, in addition to various cultural challenges characterized by rapidity and comprehensiveness. Such changes and challenges have had an impact on individuals' behavior, values, and emotions. Consequently, individuals should be prepared to deal with the changes in a way that leads to an effective participation in improving society.
University education is one of the most significant ways to face the successive, rapid changes that the world has witnessed in the recent years, such as the scientific, technological, cognitive, and economic development. University is an educational foundation that takes part in facing future changes in order to improve society and achieve development. This is due to its role in preparing a generation that is capable of driving development and community service.
Strategic planning is one of the modern methods that have gained more importance in our present which witnesses a lot of overlapping changes. Strategic planning of university education foundations is determined by their ability to handle these changes and to prepare human resources in order to cope with modern requirements.
From the above, it is plain that universities play a vital role in achieving community development through good and well-organized planning, as well as qualifying the youth and preparing them with values of development that are necessary for community development. The youth have many positive, improvable characteristics, so the challenges that the society undergoes oblige the foundations of university education to take the responsibility of facing these challenges. This can be realized by improving these foundations and achieving quality in them, in addition to preparing students so that they can adapt to such challenges. University is an educational foundation that contributes to facing future changes in order to improve society and achieve development. It is also one of the most effective ways to deal with the successive, rapid changes.
Problem of the study:
A lot of studies and research papers have been concerned with tackling subjects related to the youth and their preparation in society. This concern has been manifested in the various social institutions and agencies that were established for youth care and service in order to meet their desires, treat their problems, provide them with knowledge, and improve their skills, responsibilities, and self dependence in social life.
University is closely related to society. The development of one of them is an indication of the development of the other in its different dimensions, so the structure of university systems is influenced by economic, social, political, and cultural changes that arise in society. Consequently, the goals of university systems, as well as their policies, functions, programs, specializations, methods, and techniques are also influenced.
Strategic planning has become an absolute necessity in our current life due to its results which excel those of traditional planning, as it can study the foundation's material and human components in depth. It can also analyze the internal and external environment and thus help reach the desired goals. Furthermore, it tells which goals are possible, shows probabilities, offers possible alternatives and directs them towards reality and goal achievement.
It is necessary for universities to seek better performance and quality through strategic planning which is one of the most important ways to improve the role of universities in promoting the values of community development among students. In this way, universities can achieve the desired goals, one of which is preparing students with positive values, citizenship, and loyalty, in additions to the students' main role in developing the community that they are part of.
Hence, the problem of the research becomes clear as an attempt from the researcher to investigate the current reality of the role of the Egyptian universities in promoting the values of community development among students through a strategic plan.
Study Questions:
The research attempts to answer the following questions;
1- What are the desired aspects of the values of community development among university students?
2- What is the conceptual framework of strategic planning in university education? And what are its practical examples?
3- What are the total quality criteria of university education?
4- What is the reality of the role of universities in promoting the values of community development among students?
5- What are the results of the SWOT analysis of universities? What are the strengths, weaknesses, opportunities and threats of promoting the values of community development among students?
6- What is the suggested strategic plan for promoting the values of community development among students in the Egyptian universities in the light of quality criteria?
Objectives of study:
The research aims to achieve the following;
1- Identifying the aspects of community development as well as its values that should be promoted among university students.
2- Identifying the conceptual framework of strategic planning in university education and its practical examples.
3- Identifying the total quality criteria of university education.
4- Investigating the reality of the role of universities in promoting the values of community development among students.
5- Identifying the results of the SWOT analysis of universities as well as the role of this analysis in promoting the values of community development among students.
6- Developing a strategic plan in order to activate the role of the Egyptian universities in promoting the values of community development among students in the light of quality criteria.
Importance of study:
The significance of the research comes from a number of considerations that can be presented as follows;
1- The research is concerned with promoting the values of community development among university students, which is a milestone in developing society on all levels.
2- The research shows the important role of strategic planning in promoting the values of community development among university students.
3- The research helps university officials and leaders promote the values of community development among students.
4- The research shows the important role of universities in community development through preparing students and promoting the values of development among them in the various fields.
5- The research comes up with a clear strategic plan for promoting the values of community development among university students.
Methodos of study:
The research follows a descriptive, analytical approach for it is the most appropriate for the type of the research and the nature of the subject matter, as its goal is not confined to a mere description of the problem or the phenomenon, but it exceeds this to an explanation, analysis, and comparison with other problems or phenomena. That is since the descriptive approach is used for finding facts and information through registers and individuals and for giving an accurate description of the phenomenon in question, and then analyzing and explaining this information in order to reach meaningful generalizations that can add knowledge about the phenomenon in question.
Study limitations:
1- Human limitations: The researcher applied the research tool on a group of professors and students.
2- Spatial limitations: The research was confined to a number of Egyptian universities, such as Assiut, Sohag, Ain Shams, and Alexandria universities.
3- Time limitations: The research tool was applied during the academic year 2016-2017.
4- Subject limitations: The subject of the research was restricted to investigating the reality of community development values among students in a number of Egyptian universities and then developing a suggested strategic plan for promoting these values among students in the light of quality criteria of university education.
Tools of study:
In order to achieve the research goals, the researcher used the following tools;
1- A questionnaire to investigate the reality of the role of universities in promoting the values of community development among students.
2- A questionnaire about the SWOT analysis of universities to identify strengths, weaknesses, opportunities, and threats so that a strategic plan could be developed.
Sample study:
The research tools were applied on a group of professors and students in Assiut University, Sohag University, Ain Shams University, and Alexandria University in order to investigate the role of universities in promoting the values of community development among students in the light of quality criteria and to perform a SWOT analysis of universities.
Study steps:
Chapter 1: It involves the general framework of the research and the relevant previous studies that the researcher read.
Chapter 2: It presents the desired goals and dimensions of community development among university students, the values of community development which are necessary for university students, the reasons for the keenness of university education on community development, the role of university education in achieving the requirements of community development, the challenges that the university education faces to achieve the requirements of community development, and the reasons for using strategic planning to promote the values of community development among university students. Thus, the chapter gives an answer to the first question.
Chapter 3: It states the emergence and the historical roots of strategic planning as well as its dimensions, features, application, requirements, obstructions in university education, and some practical examples in university education. Thus, the chapter gives an answer to the second question.
Chapter 4: It presents the conceptual framework of quality criteria of university education, the principles and goals of quality in university education, and the importance and reasons for caring about quality in university education. In addition, it identifies the goals and principles of quality criteria in university education, the characteristics and importance of quality criteria in university education foundations, and the elements and criteria of quality in university education. Thus, the chapter gives an answer to the third question.
Chapter 5: It involves the field survey; the researcher conducted two questionnaires in order to investigate the reality of the role of universities in promoting the values of community development among students. It also included a SWOT analysis of universities to show the role of the internal and external environment in promoting the values of community development among students. Thus, the chapter gives an answer to the fourth question.
Chapter 6: It includes the results and explanation of the field survey. Thus, it gives an answer to the fifth question.
Chapter 7: It presents the suggested strategic plan and the general recommendations. Thus, it gives an answer to the sixth question.
Summary results of the study:
The summary includes a review of the most significant findings of the field survey so that they can be linked to the suggested strategic plan which was based on these findings, whether they are related to the theoretical part or the field part. The most significant findings of the research are the following;
- The responses of the sample of the questionnaires conducted about the reality of universities' role in promoting the values of community development among students showed that the questionnaire themes were not apparently achieved, except for the cultural development theme, which was often achieved.
- The results of the environmental analysis of universities showed that they have many strengths and available chances that can be used in improving the role of universities in promoting the values of community development. The results also showed that there are several weaknesses in the internal environment of universities, as well as a number of threats in the external environment which can negatively impact the role of universities in promoting the values of community development.
- A strategic plan was developed in order to activate the role of the Egyptian universities in promoting the values of community development among students in the light of quality criteria.
