مشكلة البحث:
تكمن مشكلة البحث الحالي فى أن هناك قصوراً واضحاً فى أداء الجامعات المصرية لوظيفة خدمة المجتمع، وأن أدائها لتلك الوظيفة لا يتكامل مع أدائها في الوظائف الأخرى ، الأمر الذى يفرض ضرورة وجود قنوات اتصال واضحة وفاعلة بين المجتمع والجامعة لتحقيق التنمية الشاملة والمنشودة لذلك المجتمع.
كما أن اتجاه الكثير من الدول المتقدمة فى تفعيل أداء الجامعات لوظيفة خدمة المجتمع بها من خلال إنشاء الحاضنات المرتبطة بالجامعات ،وذلك للمواءمة بين مخرجات التعليم واحتياجات سوق العمل، وتعميق فكر العمل الحر والمساهمة في صناعة التغيير، والتغلب على المشكلات التي تواجه الكثير من الشباب، ولذلك يسعي البحث الحالي إلى وضع تصور مقترح لتفعيل دور الجامعات المصرية في خدمة المجتمع-حاضنات الجامعة نموذجاً- من خلال الاسترشاد بالخبرات والتجارب الدولية فى هذا المجال.
أسئلة البحث:
1- ما مفهوم الحاضنات – تصنيفاتها- أهدافها- أهميتها؟
2- ما الدور الذي تلعبه حاضنات الجامعة في خدمة المجتمع وتحقيق التنمية الاقتصادية والاجتماعية؟
3- ما ملامح التجربة المصرية في مجال حاضنات الجامعة.
4-ما أهم الخبرات والتجارب العالمية في إنشاء حاضنات الجامعة؟
- ما التصور المقترح لتفعيل دور الجامعة في خدمة المجتمع من خلال حاضنات الجامعة نموذجاً وذلك فى ضوء الخبرات والتجارب العالمية وبما يتناسب مع المجتمع المصري ؟
أهداف البحث:
- التعرف علي الأنواع المختلفة للحاضنات ومفهومها وأهدافها.
- التعرف علي الدور الذي تلعبه حاضنات الجامعة في تحقيق التنمية الاقتصادية والاجتماعية.
- التعرف على أهم ملامح التجربة المصرية في مجال إقامة حاضنات الجامعة.
- الاطلاع علي الخبرات والتجارب العالمية في إقامة حاضنات الجامعة.
- تقديم تصوراً مقترحاً لتفعيل دور الجامعة في خدمة المجتمع من خلال حاضنات الجامعة نموذجاً ،وذلك فى ضوء الخبرات والتجارب العالمية وبما يتناسب مع المجتمع المصري.
منهج البحث:
واستخدم الباحثان المنهج الوصفي وذلك لملاءمته لطبيعة هذا البحث من جهة و بشكل يساعد فى الإجابة على أسئلة البحث من جهة أخرى. ويسير البحث الحالي من خلال هذا المنهج وفق الخطوات الآتية:
الخطوة الأولى: وفيها يقوم الباحثان بعرض مشكلة البحث وأهدافه وأهميته و المنهج المستخدم ،وكذلك الدراسات السابقة وأهم المصطلحات التى تناولها هذا البحث.
الخطوة الثانية: وفى هذه الخطوة يتم عرض مفهوم الحاضنات ،أنواعها، و أهدافها، و أهميتها. وبذلك يكون الباحثان قد أجابا عن السؤال الأول.
الخطوة الثالثة: وفى هذه الخطوة يتم تحديد الدور الذي تلعبه حاضنات الجامعة في خدمة المجتمع وتحقيق التنمية الاقتصادية والاجتماعية في ذلك المجتمع..
الخطوة الرابعة : وفى هذه الخطوة يتم تحديد أهم ملامح التجربة المصرية في مجال حاضنات الجامعة من خلال التطور التاريخي لإنشاء الحاضنات في مصر ،وأسلوب إدارتها، وتمويلها، بالإضافة للأمثلة التطبيقية لحاضنات الجامعات المصرية.
الخطوة الخامسة: وفى هذه الخطوة يتم عرض أهم الخبرات والتجارب العالمية في إقامة حاضنات الجامعة.
الخطوة السادسة: وفى هذه الخطوة يتم وضع التصور المقترح لتفعيل دور الجامعة في خدمة المجتمع من خلال حاضنات الجامعة نموذجاً وذلك فى ضوء الخبرات والتجارب العالمية وبما يتناسب مع المجتمع المصري.
ثم قدم الباحثان تصوراً مقترحاً لتفعيل دور الجامعة في خدمة المجتمع من خلال حاضنات الجامعة نموذجاً وذلك فى ضوء الخبرات والتجارب العالمية وبما يتناسب مع المجتمع المصري تناول أهداف التصور المقترح، وفلسفته، ومحاور التصور المقترح التى تشمل أهداف إنشاء حاضنات أعمال في الجامعات المصرية، وأهم الخدمات والنشاطات التي يمكن أن تقدمها الحاضنات، والجهات المنوطة بها إنشاء وتمويل وتشغيل الحاضنة، وكذلك الجهات المنوطة بها تنفيذ التصور المقترح، ومعوقات تنفيذه، وآليات تنفيذه.
ثم قدم البحث عدة توصيات أهمها :
- تقوية الصلة بين الجامعة والواقع الإنتاجي، بالاعتماد على حاضنات الأعمال المرتبطة بالجامعة مما يجعلها إحدى أعمدة التنمية الاقتصادية
- إقامة روابط وثيقة بين المناهج الدراسية ومجالات البحث العلمي وتطبيقات البحوث.
- تنشيط وتشجيع وتقنين التعاون المشترك بين الجامعة والقطاع الصناعي.
- الاستفادة من التجارب الدولية فى إقامة حاضنات الأعمال المرتبطة بالجامعات.
A Proposed perspective to activate the Role of the University in the Egyptian Community Service in the Light of International Experiences and Experiments: University Incubators as a Model
Problem of the Research:
The problem of the current research is that there are obvious shortcomings in the performance of the Egyptian universities in the function of community service, and the performance of that function is not integrated with its performance in other functions, which imposes the need for a clear and effective channels of communication between the community and the university to achieve comprehensive and desired development of that society.
The direction of many developed countries is the activation of university performance in the function of community service through the establishment of incubators linked to universities, in order to harmonize education and the needs of the output of the labor market, and to deepen the thought of self-employment and contribute to change the industry, and to overcome the problems faced by many young people, so the current research seeks to conceptualize a Proposed perspective to activate the role of the Egyptian universities in the community service -university incubators as a model- guided through international experiences and experiments in this field.

The researchers use the descriptive approach that is suitable for the nature of the current research, according to the following steps:
- The first step: includes presenting the problem of the research, objectives, its importance, previous studies, and the most important terms.
- The second step: includes presenting the concept of incubators – types – objectives – importance.
- The third step: includes presenting the role played by the university incubators in community service and in achieving economic and social development.
- The fourth step: includes determining the features of the Egyptian experience in the field of university incubators.
- The fifth step: includes presenting the international experiences and experiments in the administration of the university incubators.
- The sixth step: includes introducing a proposed perspective to activate the role of university in community service through university incubators as a model in the light of international experiences and experiments and in accordance with the Egyptian society.

- Strengthening the relation between university and labor market depending on business incubators that are attached to university which consider a main source of economic development, and help graduates to establish their own institutions.

- Activating, encouraging and regulating the co-operation between university and industrial sector.
- Benefiting from international experiences in establishing business incubators universities.
