مشكلة البحث :

تكمن مشكلة البحث الحالي في أن نظام القبول بالجامعات الخاصة المصرية  يعانى من العديد من المشكلات والتحديات التى اثرت بشكل كبير فى السياق التربوى والتى أضعفت قدرها التنافسية ،والتى من أهمها أن تلك الجامعات تقبل الطلاب أحياناً بكليات الجامعة دون وجود أصول لشهادات الثانوية العامة أو بيان درجات بملفاتهم، وأيضا تقبل الطلاب الحاصلين على الثانوية الفنية الصناعية والتجارية مع التعلل بأنها معادلة للثانوية العامة بأقسام لا تتفق مع دراسة هؤلاء الطلاب ،كما أنها تقبل أعداد من الطلاب تزيد عن الأعداد المقررة لكل كلية ،كما أنها تلجأ الى قبول الطلاب دون الالتزام بالحد الأدنى للدرجات وتخالف بعض منها شروط القبول التى أقرها مجلس الجامعات الخاصة، كما أنها تتيح الفرص للطلاب للتحويل من كلية إلى أخرى دون ضوابط كافية ،كما يلاحظ اختلاف معايير القبول بين الطلبة المصرين والطلبة العرب مما يشيع عدم رضا ابناء مصر.

 وهذه المشكلات والتحديات كان لها تأثير كبير على كفاءة المخرجات التعليمية من تلك الجامعات ،الأمر الذى يترتب عليه ضعف القدرة التنافسية لتلك الجامعات، وهذا دعا إلى ضرورة الوقوف على واقع نظم القبول بالجامعات الخاصة في مصر، الذى يعد متطلباً أساسياً لتحقيق قدرتها التنافسية والعمل على تطوير نظم القبول بتلك الجامعات فى ضوء خبرات كل من انجلترا، واليابان.

تحددت مشكلة البحث الحالية في الإجابة عن الأسئلة التالية :

  • ما أهم استراتيجيات القدرة التنافسية للجامعات الخاصة، ومناهج قياسها، ومؤشراتها، ومداخل تحقيقها، ومتطلبات تحسينها فى ضوء الأدبيات التربوية المعاصرة؟
  • ما نظام القبول في الجامعات الخاصة فى إنجلترا ودوره فى تحسين قدراتها التنافسية؟
  • ما نظام القبول بالجامعات الخاصة في اليابان ودوره فى تحسين قدراتها التنافسية؟
  • ما أوجه الشبه والاختلاف بين نظم القبول بالجامعات الخاصة ودوره فى تحسين قدراتها التنافسية فى كل من إنجلترا، واليابان؟
  • ما التوصيات والمقترحات التى يمكن ان تسهم فى تطوير نظم القبول بالجامعات الخاصة فى مصر لتحسين قدراتها التنافسية فى ضوء خبرات كل من إنجلترا واليابان؟

أهداف البحث :

 يمكن إيجاز أهم أهداف البحث في النقاط الآتية:

  • الوقوف على تحديد أهم استراتيجيات القدرة التنافسية للجامعات الخاصة، ومناهج قياسها، ومؤشراتها، ومتطلبات تحسينها فى ضوء الأدبيات التربوية المعاصرة.
  • رصد واقع نظم القبول بالجامعات الخاصة فى ودوره فى تحسين قدرتها التنافسية كل من إنجلترا واليابان.
  • التعرف على أوجه التشابه والاختلاف بين نظم القبول بالجامعات الخاصة ودورها فى تحسين قدرتها التنافسية فى كل من إنجلترا، واليابان .
  • تقديم التوصيات والمقترحات التى يمكن ان تسهم فى تطوير نظم القبول بالجامعات الخاصة فى مصر لتحسين قدراتها التنافسية فى ضوء خبرات كل من إنجلترا واليابان

منهج البحث :

تم استخدام المنهج المقارن في دراسة نظم القبول المتبعة في الجامعات الخاصة ودورها فى تحسين قدرتها التنافسية فى كل من إنجلترا واليابان، وقام الباحث بتوظيفه وفقاً لخطوات البحث التالية :

الخطوة الأولى: تتضمن الإطار العام للبحث، والذي يشتمل على مقدمة البحث، ومشكلته، وأسئلته، وأهميته، وأهدافه، ومنهجه، وحدوده، ومصطلحاته، والدراسات السابقة، وخطواته.

الخطوة الثانية : قام الباحث بعرض مفهوم القدرة التنافسية للجامعات، واستراتيجيات القدرة التنافسية للجامعات، ومناهج قياسها، ومؤشراتها، ومداخل تحقيقها، ثم متطلبات تحسينها.

الخطوة الثالثة: قام الباحث بعرض واقع القدرة التنافسية بالجامعات الخاصة فى إنجلترا ،ونظم القبول بالجامعات الخاصة فى إنجلترا والتى تشمل إدارة القبول، ومتطلباته، وإجراءاته ، ثم القوى والعوامل الثقافية المؤثرة فى نظم القبول بالجامعات الخاصة فى إنجلترا.

الخطوة الرابعة: قام بعرض واقع القدرة التنافسية بالجامعات الخاصة فى اليابان، ونظم القبول بالجامعات الخاصة فى اليابان والتى تشمل إدارة القبول، ومتطلباته، وإجراءاته، والقوى والعوامل الثقافية المؤثرة فى نظم القبول بالجامعات الخاصة فى اليابان.

الخطوة الخامسة: قام الباحث بالمقارنة بين نظم القبول بالجامعات الخاصة ودورها فى تحسين القدرة التنافسية لها فى كل من إنجلترا واليابان بهدف الوقوف على أوجه التشابه والاختلاف بين هذه الدول من أجل تطوير نظم القبول بالجامعات الخاصة المصرية لتحسين قدرتها التنافسية.

الخطوة السادسة: قام الباحث بتقديم تصور مقترح يمكن أن يسهم فى تطوير نظم القبول بالجامعات الخاصة فى مصر لتحسين قدرتها التنافسية في ضوء خبرات كل من إنجلترا واليابان .

توصيات البحث:

عرض الباحث عدة توصيات يمكن أن تسهم فى تطوير نظم القبول بالجامعات الخاصة فى مصر لتحسين قدرتها التنافسية كما يلى :

  • الارتقاء بمستوى الكفاءة والقدرة التنافسية لمخرجات الجامعات الخاصة والتى يتحقق معها التواجد على خريطة الجامعات المتميزة على المستوى المحلى والإقليمي والعالمي .
  • أن يكون القبول بالجامعات الخاصة فى مصر قائماً على الرغبة والاستعداد مع مراعاة إمكانات الكليات من منطلق أن رغبة الطالب واستعداده هى الممثلة للمجموع الكلى للدرجات .
  • رفع الحد الأدنى للقبول بالجامعات الخاصة المصرية ليتفق مع الحد الأدنى للقبول بالجامعات الحكومية أسوة ما هو موجود بالدول المتقدمة.
  • انشاء مكتب للقبول بكل كلية من الكليات الموجودة داخل الجامعات الخاصة ويختص هذا المكتب بتنظيم عمليات القبول وتحديد شروط القبول ومتطلباته وامتحاناته والمشاركة في تحديد هذه الأعداد .
  • أن يقوم المجلس الأعلى للجامعات الخاصة المصرية بتشكيل لجنة من الخبراء والمتخصصين تختص بوضع سياسة قبول تتمشى مع الاتجاهات العالمية السائدة لدى خبرات الدول المتقدمة .
  • تقوم الهيئة القومية لضمان جودة واعتماد مؤسسات التعليم العالي بمتابعة سياسة قبول كل جامعة خاصة في مصر لمعرفة واقع الممارسات التي تتم وتعمل على تدعيم جوانب القوة ومعالجة جوانب الضعف.
  • أن تلتزم الجامعات الخاصة بالإعلان عن سياسة القبول وطريقة وشروط توزيع الطلاب على التخصصات المختلفة قبل موعد القبول بوقت كافٍ، وتحرص على أن يكون هناك شفافية تامة وعدالة في التنفيذ.
  • التزام الجامعات بتحديد أعداد الطلاب المطلوبة في بداية كل عام وتراعى عند تحديدها حجم وموارد الجامعة سواء المادية أو البشرية.
  • الاستفادة من خبرات الدول المتقدمة فيما يتعلق بمؤشرات القدرة التنافسية وذلك بهدف تطوير القدرة التنافسية للجامعات الخاصة المصرية.

 

 

A Comparative Study of  Admission Systems in Private Universities as a Requirement to Improve their Competitive  Ability in both England and Japan, and the Possibility of Benefit from them in Egypt

Problem of the Research:

The problem of this research is that Admission system at Egyptian private universities are suffering from many problems and challenges that have significantly affected on the educational context which undermined the competitive ability, foremost of which is that these universities accept students at faculties without the presence of the assets of the general secondary certificate or statement degrees and also students who are accepted at the technical or industrial or trade secondary with the claim that it is equivalent public secondary sections are not consistent with the study of these students, as they accept the number of students exceeding the numbers prescribed for each college, and they resort to admit students without the obligation of minimum degrees and contrary some admission requirements adopted by the private universities Council, they also provide opportunities for students to transfer from one college to another without adequate controls, and there is a difference in admission standards among Egyptians and  Arab students which commonly lack of satisfaction among Egyptian students.

          These problems and challenges have a significant impact on the efficiency of the educational outcomes of those universities, which would result in weakening the competitive ability of these universities, and this called for the need to stand up to the reality of admission systems in private universities in Egypt, which is a a basic requirement for achieving competitive ability and work to develop admission systems of such universities in the light of the experiences of both of England, and Japan.

 the most important objectives of the research can summarize in the following points:

  1. Determine the main strategies of competitive ability in private universities, and methods to measure, and indicators, and the approaches to achieve, and the requirements for its improvement in the light of contemporary educational literature.
  2. Identify the reality of the admission system at private universities in England and Japan and its role in improving their competitive ability.
  3. Identify similarities and differences between the admission systems in private universities and its role in improving their competitive ability in both England and Japan.
  4. Introduce recommendations and proposals that could contribute to the development of admission systems in private universities in Egypt to improve its competitive ability in the light of the experiences of both England and Japan?

Methodology of the Research:

The current research adopted the comparative approach, in studying admission systems in private universities and its role in improving competitive ability in both England and Japan.

The current research uses comparative approach according to the following steps

  • The first step: contains the general framework of the research, which includes an introduction, problem, questions, and its importance, and its objectives, and approach, and its limits, and terminology, and previous studies, and its steps.
  • The second step: includes presenting the concept of the competitiveness of the universities, and strategies for the competitive ability in private universities, and methods to measure, and indicators, and the approaches to achieve, and the requirements for its improvement in the light of contemporary educational literature.
  • The third step: includes presenting the reality of the admission system at private universities in England which includes admission management, requirements, procedures, cultural powers and factors that affecting on admission systems in private universities in England.
  • The fourth step includes presenting the reality of the admission system at private universities in Japan which includes admission management, requirements, procedures, cultural powers and factors that affecting on admission systems in private universities in Japan.
  • The fifth step: includes a comparison between admission systems in private universities in both England and Japan and their role in improving competitive ability in both England and Japan in order to identify the similarities and differences between these countries in order to develop admission systems in Egyptian private universities to improve their competitive ability.
  • The sixth step: includes introducing a proposed perspective for developing admission systems in private universities in Egypt to improve its competitive ability in the light of the experiences of both England and Japan.

Recommendations of the research:

         The researcher has introduce several recommendations that could contribute to the development of admission systems in private universities in Egypt to improve its competitive ability as follows:

  1. Raise the level of efficiency and competitive ability of the students of private universities, which contrbute to the presence on the map of outstanding universities at the local , regional and global
  2. Admission systems in private universities in Egypt  should be based on desire and willingness, taking into account the potential of colleges from the premise that the student's desire and willingness that are representing the total degrees of students.
  3. Raising the minimum admission systems in Egyptian private universities to agree with a minimum admission systems in public universities similar to what exists in developed countries.
  4. Set up an office for the admission of all faculties within the private universities, this Office is mandated to organize admissions processes and determine the requirements and exams for admission.
  5. Supreme Council of the Egyptian private universities should form a committee of experts and specialists to accept the task of creating a policy in accordance with global trends of the experiences of developed countries.
  6. The National Authority for Quality Assurance and Accreditation of Higher Education Institutions should pursue admission policy in all private university in Egypt to identify the reality of practices that are working to consolidate the strengths and address the weaknesses.
  7. Adhere to private universities to announce the admission policy and procedure and terms of the distribution of students on various disciplines before the date of admission, , and ensure that there is full transparency and fairness in implementation.
  8. University's commitment to select the required number of students at the beginning of each year and taken into account the size and resources of the university, whether physical or human.
  9. Benefit from the experiences of developed countries with respect to indicators of competitive ability in order to develop the competitive ability of the Egyptian private universities.
