Developing The Management of Kindergarten Institutions in Egypt, in the Light of entrance to Strategic Management
Objectives of the study: The study aims to:
1-Identify the concept, Objectives, importance and processes of strategic management.
2-Indentify the reasons for the development of in regard to the strategic management.
3- Identify the requirements of strategic management application in kindergarten.
4- Identify the obstruct and problems that face the development of kindergarten management in the light of the approach of strategic management.
5-set a suggested proposal which can be used in the development of kindergarten management in the light of the approach of strategic management.
Results of the study: Study resulted in many of the most important results:
- Management institutions need kindergarten to the application of strategic management and to address the issues and problems and the face of internal and external problems.
- A working management institutions need kindergartens in Egypt to raise awareness of the importance of the application and practice of strategic management processes and technologies for the development of kindergarten in situations

تطوير إدارة مؤسسات رياض الأطفال بمصر
فى ضوء مدخل الإدارة الإستراتيجية
المقدمة:
إن مؤسسات رياض الأطفال تواجه العديد من التحديات التى أفرزتها متغيرات متنوعة فى عالم سريع التغير، ومن الملاحظ أن نجاح إدارة مؤسسات رياض الأطفال فى مواجهة هذه المتغيرات يتوقف على نوعية الأسلوب المستخدم فى الإدارة .
من هنا كان من الضرورى تطوير إدارة مؤسسات رياض الأطفال فى ضوء أحد المداخل الإدارية الحديثة، واختارت الباحثة مدخل الإدارة الاستراتيجية وذلك لما أظهره هذا المدخل الإدارى من أهمية فى تحليل التحديات التى تواجه إدارة مؤسسات رياض الأطفال، حيث إنها تساعد مديرة الروضة فى تحديد القضايا الأساسية التى تشكل جوهر العمل بالروضة، وتؤثر على العملية التربوية للطفل، وعلى اتخاذ قرارات تتناسب مع القضايا المطروحة، تحديد أهداف إجرائية للبرامج التربوية والوظائف والمسئوليات المحددة لكل عضو فى الروضة، وضع تصور لمستقبل الروضة من خلال الكشف عن واقع إمكانيات الروضة ومواردها المتاحة، التوصل إلى قرارات استراتيجية فى الأوقات التى تتعرض لها الروضة لتحديات داخلية أو خارجية محتملة فى المستقبل، وضع الروضة فى موقف نشط ومتميز يتلاءم مع التغيرات البيئية بشكل دائم، وتطوير واقع العمل بالروضة لمواجهة المعوقات التى تعترض النجاح.
هذا بالإضافة إلى أن الإدارة الاستراتيجية تعتبر من الأساليب الإدارية الحديثة، حيث إنها عملية بواسطتها تستطيع إدارة مؤسسات رياض الأطفال تحديد التوجهات طويلة الأجل للمؤسسة، وكذلك الآداء من خلال التصميم الدقيق والتنفيذ المناسب والتقييم المستمر للاستراتيجية الموضوعة.
من هنا جاء موضوع الدراسة وهو تطوير إدارة مؤسسات رياض الأطفال فى ضوء مدخل الإدارة الاستراتيجية من أجل إيجاد نموذج إدارى حديث يسعى للمساهمة فى تشكيل المستقبل للروضة، ويعمل على المحافظة على مؤسسات رياض الأطفال ويضمن لها القدرة على التكيف مع المتغيرات التى تطرأ فى بيئتها، والتعامل معها وإدارتها بكفاية وفاعلية.
مشكلة الدراسة:
أخذت الكثير من الدول ومنها مصر الاهتمام بالإدارة المدرسية والاهتمام بأساليب إدارية متعددة للوصول بعمليات التجديد والإصلاح فى النظم التعليمية إلى المستويات المطلوبة.
ورغم هذا الاهتمام الموجه لتطوير الإدارة المدرسية على كافة مستويات التعليم، إلا أنه من الملاحظ أن معظم الدراسات تكاد تتفق على أن هناك العديد من المشكلات التى تواجه إدارة مؤسسات التعليم سوءا كانت على مستوى مؤسسات رياض الأطفال والتعليم الأساسى أو الثانوى تتشابه وتقترب كثيراً وإن تفاوتت درجة الوجود النسبى، ومن هذه المشكلات انخفاض كفاءة الأفراد العاملين والقيادات من حيث الإدارة والخبرة والتدريب،
وغياب المشاركة الفعالة، وضعف دور المجتمع المحلى، ومجالس الآباء، وغياب نظم تقويم الأداء، والرقابة الفعالة لجودة العملية التعليمية، إعطاء النواحى الإدارية الأهمية القصوى من جانب غالبية مديرات مؤسسات رياض الأطفال، والنظر إليها على أنها وحدها مهمة الإدارة المدرسية، ومن ثم يعكفون على الأعمال الإدارية الروتينية،ويتركون الإشراف الفنى أو رقابة العملية التعليمية، الأمر الذى يفقدهم الإنجاز، الافتقار إلى القدرات والمهارات اللازمة للتخطيط لدى مديرات مؤسسات رياض الأطفال، وما يترتب عليه من الفهم القاصر المتوقع الموجود داخل الروضة وما يمكن أن ينتج عنه فى المستقبل القريب أو البعيد لتلك التوقعات المستقبلية لدى هؤلاء الأفراد على أساس الحدث والتخمين.
كما تعانى إدارة مؤسسات رياض الأطفال من نظرة أفراد غالبية المجتمع التى ينقصها الوعى بمراحل نمو وتعليم الطفل فى هذه السن المبكرة، وأساليب التعليم التربوية لرعاية ونمو الطفل، وإشباع حاجاته التى تتطلب مستوى مضطرداً من المهارات التربوية والتعليمية، لذلك فإنه من واجب النظام التربوى الاستعداد والتخطيط لمواجهة حاجات المستقبل، كما أن سياسة التعليم أدت إلى بعض التناقضات التى أدت بدورها إلى نقص فى بعض النوعيات ومستويات القائمين على إنتاجية وخدمات تربية الطفل.
هذا بالإضافة إلى ما يشير إليه الواقع من أن إدارة مؤسسات رياض الأطفال تواجه العديد من التحديات والقضايا منها ضعف التنسيق والتعاون مع الجهات المعنية والقطاع الخاص، عدم كفاية البنية الأساسية والموارد المادية والبشرية اللازمة، لذلك تشير إحدى الدراسات إلى أن تطوير الروضة فى مؤسسات رياض الأطفال يتطلب أن يضع فى حسابه صورة التعليم المستقبلية بأهدافها الواسعة فى الروضة وخارجها. وفى ضوء ذلك يمكن القول أن مدخل الإدارة الإستراتيجية يعتبر أحد المداخل التى يمكن استخدامها فى مؤسسات ومؤسسات رياض الأطفال باعتبارها مدخلاً إدارياً شاملاً يساعد على صياغة الإستراتيجية وتنفيذها ومراجعتها فى تحقيق طفرات إستراتيجية فى أدائها، وذلك بحشد طاقاتها لتحقيق إنجازات إستراتيجية طبقاً للأولويات الإدارية.
من هنا يمكن القول أن تطوير إدارة مؤسسات رياض الأطفال فى ضوء مدخل الإدارة الإستراتيجية أصبح ضرورة أساسية للتمكن من النهوض والارتقاء بها وتحقيق أهدافها التى تسعى إليها وفى ضوء ذلك يمكن تحديد مشكلة الدراسة فى التساؤلات التالية:
- ما المقصود بالإدارة الإستراتيجية؟ ما أهدافها؟ ما أهميتها؟ وما عملياتها؟
- ما دواعى تطوير إدارة مؤسسات رياض الأطفال؟ وما متطلبات تطبيق الإدارة الاستراتيجية لتطويرها؟
- ما المعوقات والمشكلات التى تواجه تطوير إدارة مؤسسات رياض الأطفال بمصر فى ضوء مدخل الإدارة الإستراتيجية؟
- ما المقترحات والآليات التى يمكن من خلالها تطوير إدارة مؤسسة رياض الأطفال فى ضوء مدخل الإدارة الإستراتيجية؟
أهداف الدراسة:
تهدف الدراسة إلى:
1- التعرف على مفهوم الإدارة الإستراتيجية وأهدافها وأهميتها وعملياتها.
2- الوقوف على دواعى تطوير إدارة مؤسسات رياض الأطفال فى مدخل الإدارة الاستراتيجية.
3- الوقوف على متطلبات تطبيق مدخل الإدارة الاستراتيجية لتطوير إدارة مؤسسات رياض الأطفال.
4- التعرف على المعوقات والمشكلات التى تواجه تطوير إدارة مؤسسات رياض الأطفال فى ضوء مدخل الإدارة الإستراتيجية.
5- وضع تصور مقترح يمكن من خلاله تطوير إدارة مؤسسات رياض الأطفال فى ضوء مدخل الإدارة الإستراتيجية.
أهمية الدراسة:
تتمثل أهمية الدراسة فى الآتى:
- أنها تتناول موضوعاً من الموضوعات الحديثة والحيوية فى التطوير الإدارى.
- تساعد هذه الدراسة فى تفعيل دور الإدارة الإستراتيجية فى إدارة مؤسسات رياض الأطفال بمصر.
- أنها تقدم أسلوباً إدارياً حديثاً يساعد فى التخطيط والتنفيذ والتقويم السليم للعمل الإدارى والتربوى وتحقيقه بصورة فاعلة فى مؤسسات رياض الأطفال.
- توجه انتباه المسئولين وأصحاب القرار فى مؤسسات رياض الأطفال إلى ضرورة توظيف الإدارة الإستراتيجية.
