هدفت الدراسة الحالية إلى الوقوف على دواعي الاتجاه نحو فلسفة التميز، والتعرف علي دور مراكز التميز البحثي في الارتقاء بمنظومة البحث العلمي في ضوء المتغيرات المعاصرة، والوقوف على المتطلبات المختلفة اللازمة لإنشاء وتطوير مراكز التميز البحثي بجامعات جنوب الصعيد، وتحديد أهم معوقات إنشائها، ووضع استراتيجية مقترحة لإنشاء مراكز التميز البحثي بجامعات جنوب الصعيد في ضوء فلسفة التميز وبعض المتغيرات المعاصرة.
وتلا ذلك إعداد الدراسة الميدانية، حيث تم إعداد أداة متمثلة في استبانة تهدف إلى الكشف عن متطلبات إنشاء مراكز التميز البحثي بجامعات جنوب الصعيد وأهم معوقاتها، وطبقت على عينة من أعضاء هيئة التدريس والهيئة المعاونة ومجموعة من المسئولين بمراكز التميز البحثي ببعض جامعات جنوب الصعيد، الممثلة للوجه القبلي وهي: (أسوان، جنوب الوادي "بقنا"، سوهاج، أسيوط)، قوامها 347 عضواً.
واستخدمت الدراسة المنهج الوصفي من خلال جمع البيانات والمعلومات ذات الصلة بموضوع الدراسة وتحليلها والإفادة منها، واستخدام التحليل الإحصائي في الدراسة الميدانية، الذي يُسهم في التعرف الفعلي على متطلبات إنشاء مراكز التميز البحثي بجامعات جنوب الصعيد، وأهم المعوقات المتوقعة لإنشائها.
وتوصلت الدراسة إلى عدد من النتائج من أهمها أن إنشاء مراكز التميز البحثي داخل كليات وجامعات جنوب الصعيد يحتاج إلى مجموعة من المتطلبات الخاصة بفلسفة إنشاء مراكز التميز البحثي وأهدافها، ومجموعة من المتطلبات التشريعية والإدارية، ومجموعة من المتطلبات المادية، متمثلة في المتطلبات الخاصة بالبنية التحتية وتجهيزات مراكز التميز البحثي، بالإضافة إلى المتطلبات البشرية، والمتطلبات التعليمية، والمتطلبات الخاصة بتوظيف البحث العلمي في خدمة المجتمع وتنمية البيئة، كما أن إنشاء مراكز التميز البحثي يواجه العديد من المعوقات، والتحديات من أهمها ضعف الربط بين الخريطة الاستثمارية بمصر ومراكز التميز البحثي.
وقدمت الدراسة استراتيجية مقترحة لإنشاء مراكز التميز البحثي بجامعات جنوب الصعيد في ضوء فلسفة التميز وبعض المتغيرات المعاصرة بما يزيد من قدرتها على تطوير المنظومة البحثية بالجامعات المصرية بصفة عامة، وجامعات الصعيد بصفة خاصة.

Title: A Suggested Strategy to Establish Centers of Research Excellence at the Southern Upper Egyptian Universities in the Light of Philosophy of Excellence and some Contemporary Changes .

The current study aimed to investigate the reasons for the tendency towards the philosophy of excellence and identify the role of research excellence centers in establishing and upgrading the research system in the light of contemporary variables. The study has also attempted to identify the reality of establishing research excellence centers in some Upper Egyptian universities as for their establishment requirements in an attempt to define the main obstacles and challenges in the face of such centers and to propose a strategy to establish research excellence centers in Upper Egyptian universities.
This was followed by a field experimental study in the form of a questionnaire that seeks to identify the requirements for establishing research excellence centers in Upper Egyptian universities along with major obstacles. The questionnaire was administered to some faculty members and assistants and some officials in research excellence center in some Upper Egyptian universities, representing Upper Egypt region, namely: Aswan University, South Valley University in Qena, Sohag University, and Assiout University, totaling 347 members.
The study adopted a descriptive methodology through relevant data and information collection and analysis. Statistical analysis was employed during field study, which in turn contributes to identifying the requirements of establishing research excellence canters in Upper Egyptian universities and major obstacles in pursuit of that goal.
The study concluded with many results; mainly, the establishment of research excellence centers in Upper Egyptian universities has some requirements relating to the philosophy of establishing research excellence centers and their goals, along with some legislative and administrative requirements, some other financial (material) requirements represented by financial costs of infrastructure and the equipment used in research excellence centers, human-related requirements, instructional requirements, and those relating to the employment of scientific research in community service and environment development. In addition, establishing research excellence centers faces many obstacles and challenges, including as one of the most significant challenges the linkage between the investment scheme in Egypt and research excellence centers.
The study proposed a strategy for establishing research excellence centers in Upper Egyptian universities in the light of the philosophy of excellence and some contemporary variables in a way that increases the centers' ability to upgrade the research system in Egyptian universities in general, and in Upper Egyptian universities in particular.
