استهدفت الدراسة الحالية الوقوف على واقع الدور التربوي لبعض البرامج التلفزيونية- البرامج الثقافية- في تنمية ثقافة المشاركة المجتمعية لدى طلاب التعليم الجامعي، مع تقديم تصور مقترح لتفعيل هذا الدور في تنمية ثقافة المشاركة المجتمعية لدى طلاب التعليم الجامعي.
واستخدم الباحث في الدراسة الحالية المنهج الوصفي، وذلك لملائمته لطبيعة الدراسة، كما استخدم الاستبانة كأداة من أدوات المنهج الوصفي طبقت على عينة من طلاب الفرقة الرابعة بثلاث جامعات من الجامعات المصرية الممثلة لصعيد مصر وهي: جامعة أسيوط- جامعة سوهاج- جامعة جنوب الوادي، بثلاث كليات أيضًا هي: كلية العلوم- كلية التربية- كلية الآداب، وذلك للتعرف على واقع الدور التربوي للبرامج التلفزيونية الثقافية في تنمية ثقافة المشاركة المجتمعية لدى طلاب التعليم الجامعي، وكانت عينة الدراسة الكلية مكونة من (765) سبعمائة وخمسة وستين طالبًا.
وتوصلت الدراسة الحالية إلى عدة نتائج من أهمها: ضعف وقصور الدور التربوي للبرامج التلفزيونية الثقافية في تنمية ثقافة المشاركة المجتمعية في الجانب السياسي، والجانب الاقتصادي، والجانب التعليمي، والجانب الثقافي، والجانب الصحي، والجانب البيئي، والجانب الاجتماعي، والجانب الأمني لدى طلاب التعليم الجامعي.
وفي ضوء نتائج الدراسة بجانبيها (النظري والميداني) قدم الباحث تصورًا مقترحًا لتفعيل الدور التربوي للبرامج التلفزيونية الثقافية في تنمية ثقافة المشاركة المجتمعية بجوانبها المختلفة لدى طلاب التعليم الجامعي ، حدد له عددا من الضوابط لضمان تحقيقه منها ما يلي:
- مشاركة جميع الأطراف المعنية بفاعلية في تنفيذ التصور المقترح كلٍ حسب الدور المطلوب منه.
- عقد المسؤولين عن البرامج التلفزيونية الثقافية لندوات ومؤتمرات حول ثقافة المشاركة المجتمعية باستمرار، وعمل كتيبات ونشرات تهتم بمناقشة قضايا المشاركة المجتمعية المطروحة على الساحة، وأهمية مشاركة أفراد المجتمع ومنهم طلاب التعليم الجامعي فيها، وتوزيعها على القائمين بالاتصال بها.
- تعميق استقلالية البرامج التلفزيونية الثقافية في مصر بحيث يكون فيها القرار ملكًا لها وهي التي تحدد رؤيتها ورسالتها وأهدافها، وهي التي تحدد المشكلات والقضايا التي تنشغل بها.
- تبني مشروع قومي لطلاب الجامعات يستهدف تنمية ثقافة المشاركة المجتمعية بجوانبها المختلفة لديهم.

The current study aimed to identify the educational role of some television programs - cultural programs - in developing a culture of community participation among university students, and to uncover the obstacles that prevent cultural television programs from developing a culture of community participation among university students and how to overcome them.
In the current study, the researcher used the descriptive curriculum, to suit the nature of the study, and used the questionnaire as a tool of the descriptive curriculum applied to a sample of students of the fourth division of three Egyptian universities representing upper Egypt: Assiut University - Sohag University - South Valley University, also three colleges: Faculty of Science - Faculty of Education - Faculty of Arts, in order to learn about the reality of the educational role of cultural television programs in the development of the culture of community participation among university students, and the sample of the faculty was composed of (765) seven hundred and sixty-five individuals.
The current study has reached several results, the most important of which are: the weakness and shortcomings of the educational role of cultural television programs in the development of a culture of community participation in the political, economic, educational, cultural, health, environmental, social and security aspects of university students. In the light of the results of the study, the researcher presented a proposed vision to activate the educational role of cultural television programs in the development of the culture of community participation in its various aspects among university students, and to ensure the realization of the proposed vision, the researcher made some recommendations and controls, including:
_The active participation of all parties concerned in the implementation of the proposed scenario according to the role required of it.
_Those responsible for cultural television programs held seminars and conferences on the culture of community participation continuously, and the work of brochures and publications on discussing the issues of community participation on the scene, and the importance of the participation of members of the community, including university students, and their distribution to those who contact them.
_Deepening the independence of cultural television programs in Egypt so that the decision belongs to them and it determines its vision, mission and objectives, and it determines the problems and issues that concern it.
_Adopting a national project for university students aimed at developing a culture of community participation in its various aspects.
